Pro Board Fire Officer 1 Homework


This course is designed to meet the needs of the fire officer at the managerial / administrative level. The Fire Officer 3 course satisfies the requirements of the National Fire Protection Association (NFPA) 1021, Chapter 6 and provides the tools necessary to obtain certification through the National Board on Fire Service Professional Qualifications (Pro Board).

It is designed around classroom lectures and group interactive exercises to improve your abilities to manage at the division or battalion level of an emergency response organization. This includes responsibilities such as budgeting, personnel management, and program evaluation.  This class may involve assignments & projects that the student will have to complete outside of the scheduled class time each day (homework).

Skills taught include:

    • Personnel hiring, evaluations, and assignments
    • Risk reduction programs
    • Budget & purchasing
    • Records and resource management
    • Inspection program evaluation
    • IAP development
    • Health & safety program management


Students that successfully complete the program of instruction and pass a written and hands on skills evaluation will receive national certification through The National Board on Fire Service Professional Qualifications (The Pro Board).

Prerequisites required for certification:

    • Fire Officer 2 (Pro Board or IFSAC)

Text Books:

Textbooks required for class will be checked out to the student the first day of class and will be returned prior to receiving their certificate.  Textbooks can be purchased with advanced notice.

Required Equipment:

    • Duty Uniform or Business Casual dress
    • Laptop computer with Microsoft Office compatible software (word processing, spreadsheet, & presentation/power point software recommended) and WIFI capability.
    • USB flash drive (over 1GB recommended)

The Fire Service Training Bureau offers training materials and manuals through the Iowa Fire Service Bookstore.  Our bookstore is dedicated to providing the Iowa fire service with the most current, accurate and useful references available from the following publishers:

Educational materials are always available by direct mail order services at the Fire Service Training Bureau.

Purchases may be made with credit cards, checks, cash, or charged to fire departments.

All proceeds from the purchase of educational materials from the IFSB stay in the Iowa fire service so that the benefit of guidance and information about firefighter safety, effective fire prevention and protection, and many other services may continue to be provided to individuals and fire departments.

Each year recognition is given to individuals of the fire service whose exemplary performance has contributed significantly to the safety and protection of the communities and citizens of Iowa. The following Governor's Awards for outstanding contribution to the state of Iowa are presented every year:

The Beginning:  In 1923, a group of fire fighters came to Iowa State College and asked for educational assistance to improve their fire fighting and fire prevention skills.  In 1925, the college’s response was the First Annual Iowa State Fire School.  That event marked the beginning of state-level fire service education and training in the United States.

This first fire school, titled “First Short Course for Firemen” (1925) provided four days of training.  Topics included fire prevention, fire fighting, and first aid.  The program was developed by the fire service, under the supervision of the Engineering Extension Department of Iowa State College.

Over the years, Fire Service Extension changed to the Fire Service Institute, a component of Iowa State University Extension.  The annual fire schools continued to grow.  The Institute offered many basic and advanced fire service training programs.

The Transition:  In 2000, at the request of several state fire service associations, legislation was drafted to remove the Institute from Iowa State University, and relocate it with the Department of Public Safety.  The Governor signed house File 2492 during the legislative session, and the transfer of responsibilities occurred July 1, 2000.  The Institute was dissolved, and the Fire Service Training Bureau was created within the Division of State Fire Marshal.

While the responsibility and budget was transferred immediately to the Division of State Fire Marshal, the physical location of the Bureau continues in the Fire Service Education building on the Iowa State University campus.  The Bureau has arranged to remain in this building until June 30, 2010.

Proponents of the legislation believed transferring the responsibility of statewide fire service training to the Division of State Fire Marshal would give the new Bureau a higher priority for increased funding opportunities needed to ensure quality training and education.  Iowa State University Extension also supported the move, stating they wanted what was best for the fire service and the citizens of Iowa, and that this is what the fire service wanted.



On July 1, 2000, the State Fire Service and Emergency Response Council was established within the Division of Fire Protection of the Department of Public Safety.  The Council consists of eleven voting members.  Members represent the following groups:

  • Iowa Firemen’s Association (two members)
  • Iowa Fire Chiefs’ Association (two members)
  • Iowa Association of Professional Firefighters (one member)
  • Iowa Firefighters Group (one member)
  • Iowa Association of Professional Fire Chiefs (two members)
  • Iowa Emergency Medical Services Association (one member)
  • General Public (two members)
  • Labor Commissioner (or designee, serving ex officio)

The duties of the State Fire Service and Emergency Response Council include:

  • Advise and confer with the State Fire Marshal in matters relating to fire protection services, including, but not limited to, training.
  • Cooperate with and assist agencies concerning fire emergency services matters and may, at the request of the State Fire Marshal or the Chair of the Council, hold public hearings for the purpose of seeking resolution of, or making recommendations on, fire service issues.
  • Develop, in consultation with the State Fire Marshal, the policies of the Fire Service Training Bureau of the Division of Fire Protection.
  • Develop and submit to the State Fire Marshal for adoption, rules establishing minimum training standards for fire service training that will be applicable statewide; periodically review these standards and offer rules as deemed appropriate.
  • Provide recommendations to the State Fire Marshal that will facilitate the delivery of basic level firefighter training at the local level.
  • Provide recommendations to the State Fire Marshal for a fee schedule for training and consultation services as necessary for the administration of these duties.
  • Prepare annual performance reviews of training administrators for submittal to the State Fire Marshal.
  • Hear testimony from the Labor Commissioner, or the Labor Commissioner’s designee, on inspections and investigations involving occupational safety and health standards for firefighters and conducted by the Office of the Labor Commissioner.
